1    AN ACT concerning criminal law.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  


 
4    Section 1. Short title. This Act may be cited as the 
5Vulnerable Adults Abandonment Prevention Task Force Act.
 
6    Section 5. Vulnerable Adults Abandonment Prevention Task 
7Force Act; members.   
8    (a) There is created the Vulnerable Adults Abandonment 
9Prevention Task Force (hereinafter referred to as the Task 
10Force) to address the growing problem of vulnerable adults 
11being left without regard for their mental or physical health, 
12safety, or welfare.  The Task Force shall consist of 14  members 
13appointed as follows:
14        (1) 3 members of the Senate appointed by the President 
15    of the Senate;
16        (2) 3 members of the Senate appointed by the Minority 
17    Leader of the Senate;
18        (3) 3 members of the House of Representatives appointed 
19    by the Speaker of the House of Representatives;
20        (4) 3 members of the House of Representatives   appointed 
21    by the Minority Leader of the House of Representatives; and
22        (5) 2 members appointed by the Governor one of whom 
23    shall be designated the chairperson by the Governor.

1    (b) The members of the Task Force shall serve without 
2compensation but shall be reimbursed for their reasonable and 
3necessary expenses from funds appropriated for that purpose.
4    (c) The State of Illinois Council on Developmental 
5Disabilities shall provide administrative and other support to 
6the Task Force, and the Task Force shall also seek input from 
7the Department of Human Services, the Department on Aging, and 
8the Office of State Guardian.  The Task Force shall consult with 
9representatives of law enforcement, bar associations, and 
10not-for-profits focused on persons with developmental 
11disabilities, mental illness, and victims of elder abuse in the 
12preparation of its final report.
13    (d) The Task Force shall conduct a study on the incidence 
14of abandonment of vulnerable adults by persons and entities 
15legally responsible to safeguard the mental or physical health, 
16safety, or welfare of persons who are severely or profoundly 
17intellectually disabled as a result of developmental 
18disabilities, mental illness, dementia, or other similar 
19incapacity and to make recommendations sufficient to protect 
20these vulnerable adults, including the consideration of 
21criminal penalties for the abandonment of these vulnerable 
22adults without assuring adequate support or supervision.
23    (e) On or before January 1, 2014, the Task Force shall 
24report its findings and recommendations to the General 
25Assembly, by  filing copies of its report as provided in Section 
263.1 of the  General Assembly Organization Act, and to the

1Governor.
2    (f) The Task Force is abolished on May 31, 2014.

 
3    Section 10. Repeal. This Act is repealed on June 1, 2014.
 
4    Section 99. Effective date. This Act takes effect upon 
5becoming law.
