| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The State Officials and Employees Ethics Act is |
| 5 | | amended by adding Section 70-20 as follows:

| 6 | | (5 ILCS 430/70-20 new) |
| 7 | | Sec. 70-20. Members appointed by a county. |
| 8 | | (a) Any member of a governmental entity appointed by the |
| 9 | | president of the county board, with or without the advice and |
| 10 | | consent of the county board, shall abide by the ethics laws |
| 11 | | applicable to, and the ethics policies of, that county and, if |
| 12 | | applicable, shall be subject to the jurisdiction of that |
| 13 | | county's ethics officer or inspector general. |
| 14 | | (b) This Section shall apply only to governmental entities |
| 15 | | that are located, in whole or in part, within a county with a |
| 16 | | population of 3,000,000 or more.
