| 4 | | 1, on page 1, line 14, by replacing "decision not to opt-out" |
| 5 | | with the following: |
| 6 | | "decision not to opt-out. These rules, standards, or |
| 7 | | contractual obligations shall provide for written notice of a |
| 8 | | recipient's right to opt-out which directs the recipient to a |
| 9 | | health information exchange website containing (i) an |
| 10 | | explanation of the purposes of the health information exchange; |
| 11 | | and (ii) audio, visual, and written instructions on how to opt |
| 12 | | out of participation in whole or in part to the extent |
| 13 | | possible. These rules, standards, or contractual obligations |
| 14 | | shall be reviewed annually and updated as the technical options |
| 15 | | develop".
