| 4 | | Section 5. The State Finance Act is amended by adding |
| 5 | | Section 5.826 as follows:

| 8 | | Section 10. The Illinois Vehicle Code is amended by adding |
| 9 | | Section 3-699 as follows:

| 11 | | Sec. 3-699. Public Safety Diver license plates. |
| 12 | | (a) The Secretary, upon receipt of an application made in |
| 13 | | the form prescribed by the Secretary of State, may issue |
| 14 | | special registration plates designated to be Public Safety |
| 15 | | Diver license plates. The special plates issued under this |
| 16 | | Section shall be affixed only to passenger vehicles of the |
| 17 | | first division, motor vehicles of the second division weighing |
| 18 | | not more than 8,000 pounds, and recreational vehicles as |
| 19 | | defined by Section 1-169 of this Code. Plates issued under this |
| 20 | | Section shall expire according to the multi-year procedure |
| 21 | | established by Section 3-414.1 of this Code.

| 1 | | (b) The design and color of the plates shall be wholly |
| 2 | | within the discretion of the Secretary of State. Appropriate |
| 3 | | documentation, as determined by the Secretary, shall accompany |
| 4 | | the application. The Secretary may, in his or her discretion, |
| 5 | | allow the plates to be issued as vanity or personalized plates |
| 6 | | in accordance with Section 3-405.1 of this Code. |
| 7 | | (c) An applicant shall be charged a $45 fee for original |
| 8 | | issuance in addition to the appropriate registration fee, if |
| 9 | | applicable. Of this fee, $30 shall be deposited into the Public |
| 10 | | Safety Diver Fund and $15 shall be deposited into the Secretary |
| 11 | | of State Special License Plate Fund. For each registration |
| 12 | | renewal period, a $27 fee, in addition to the appropriate |
| 13 | | registration fee, shall be charged. Of this fee, $25 shall be |
| 14 | | deposited into the Public Safety Diver Fund and $2 shall be |
| 15 | | deposited into the Secretary of State Special License Plate |
| 16 | | Fund. |
| 17 | | (d) The Public Safety Diver Fund is created as a special |
| 18 | | fund in
the State treasury. All moneys in the Public Safety |
| 19 | | Diver Fund shall be
paid, subject to appropriation by the |
| 20 | | General Assembly and
distribution by the Secretary, to the |
| 21 | | Illinois Law Enforcement Training Standards Board for the |
| 22 | | purposes of providing grants based on need for training, |
| 23 | | standards, and equipment to public safety disciplines within |
| 24 | | the State and to units of local government involved in public |
| 25 | | safety diving and water rescue services. |
| 26 | | (e) The Public Safety Diver Advisory Committee shall |

| 1 | | recommend grant rewards with the intent of achieving reasonably |
| 2 | | equitable distribution of funds between police, firefighting, |
| 3 | | and public safety diving services making application for grants |
| 4 | | under this Section. |
| 5 | | (f) The administrative costs related to management of |
| 6 | | grants made from the Public Safety Diver Fund shall be paid |
| 7 | | from the Public Safety Diver Fund to the Illinois Law |
| 8 | | Enforcement Training Standards Board.
