Provides that the Director of Natural Resources shall suspend acceptance, approval, and issuance of all new permits for high volume horizontal hydraulic fracturing wells and operations or horizontal drilling wells with fracturing operations for extraction of oil, liquid natural gas, and natural gas on the effective date of this amendatory Act of the 98th General Assembly. Creates the Radioactivity in Fracturing Waste Task Force. Provides that the Task Force shall investigate and write a report outlining the effects of high volume horizontal hydraulic fracturing operations, horizontal drilling with fracturing operations for extraction of oil, liquid natural gas, and natural gas, or both in relation to TENORM and low level radioactive waste.
