<SynopsisText>The legislation will require some additional work by the Illinois Commerce Commission to adopt emergency rules within 30 days of the effective date. The Commission will review and approve or approve as modified a utility's tariff within 120 days of the filing date. For a utility with an approved tariff, the Commission will review the periodic updates to the surcharge and will conduct annual reconciliation cases to evaluate the operation of the tariff. Regarding the reporting requirements in the proposal, the Commission will review the annual reports, and for any gas utility found to be deficient in making reasonable and continuing progress in system improvements, the Commission will conduct hearings to require the utility to submit a remediation plan which the Commission must then review. The estimated staff work generated from the review of the rate cases, and review of the reconciliations is estimated at approximately 900 total staff hours a year. This workload would likely be absorbed within existing agency staff resources as it is spread throughout a variety of job duties such as accounting, engineering, the General Counsel's Office, and the Administrative Law Judge Bureau. If the State were to have to pay new staff to provide these services, it would cost approximately $70,000 per year.</SynopsisText><synopsistitle>Fiscal Note, House Floor Amendment No. 4 (Illinois Commerce Commission)</synopsistitle>
