Provides that an annual assessment on outpatient services shall be imposed on each hospital provider in a specified amount for June 10, 2012 through December 31, 2014 (rather than for State fiscal years 2013 through 2014, and July 1, 2014 through December 31, 2014). Provides that amounts shall be prorated if not in effect for a full year. Provides that for June 10, 2012 through December 31, 2014 (rather than for State fiscal years 2013 through 2014, and July 1, 2014 through December 31, 2014), a hospital's outpatient gross revenue shall be determined using the most recent data available from each hospital's 2009 Medicare cost report as contained in the Healthcare Cost Report Information System file, for the quarter ending on June 30, 2011, without regard to any subsequent adjustments or changes to such data. Provides that for State fiscal years 2009 through 2014 (rather than for State fiscal years 2009 through 2015) in the case of a hospital provider that did not conduct, operate, or maintain a hospital in 2005, the assessment for that State fiscal year shall be computed on the basis of hypothetical occupied bed days for the full calendar year as determined by the Department of Healthcare and Family Services. Makes other changes. Effective immediately.</SynopsisText></synopsis>
