Transfers the powers, duties, rights, and responsibilities related to the functions of the Senior Health Insurance Program, as well as the staff performing those functions, from the Department of Insurance to the Department on Aging as of April 1, 2013, or as soon thereafter as practicable. Effective upon filing with the Secretary of State, if not disapproved by either house of the General Assembly.
