Amends the Public Community College Act and various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university and community college district to establish an Office of Advising for First Generation College Students to serve those students who are the first in their family to attend an institution of higher education.

AN ACT concerning higher education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Section 80 as follows:

(110 ILCS 305/80 new)

Sec. 80. Office of Advising for First Generation College Students. The Board of Trustees shall establish an Office of Advising for First Generation College Students to serve those university students who are the first in their family to attend an institution of higher education.

Section 10. The Southern Illinois University Management Act is amended by adding Section 65 as follows:

Sec. 65. Office of Advising for First Generation College Students. The Board shall establish an Office of Advising for First Generation College Students to serve those university students who are the first in their family to attend an institution of higher education.

Section 15. The Chicago State University Law is amended by adding Section 5-175 as follows:

Sec. 5-175. Office of Advising for First Generation College Students. The Board shall establish an Office of Advising for First Generation College Students to serve those university students who are the first in their family to attend an institution of higher education.

Section 20. The Eastern Illinois University Law is amended by adding Section 10-175 as follows:

Section 30. The Illinois State University Law is amended by adding Section 20-180 as follows:

Section 50. The Public Community College Act is amended by adding Section 3-29.10 as follows:

Sec. 3-29.10. Office of Advising for First Generation College Students. Each board shall establish an Office of Advising for First Generation College Students to serve those community college students who are the first in their family to attend an institution of higher education.
