730 ILCS 152/115
    Amends the Sex Offender Community Notification Law.  Provides that the Department of State Police shall provide on its Sex Offender Information web page a form that allows a person who seeks access to sex offender information to be notified by e-mail of when a sex offender changes residence, employment, or school attendance to a location within a particular zip code or within a specified distance from  an address.  Provides that the Department of State Police shall provide such information by e-mail notification to a person who completes the form.

1    AN ACT concerning sex offenders.

 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:


 
4    Section 5. The Sex Offender Community Notification Law is 
5amended  by changing Section 115 as follows:
 



6    (730 ILCS 152/115)


7    Sec. 115. Sex offender database. 

8    (a) The Department of State Police
shall establish and 
9maintain a Statewide Sex Offender Database for
the
purpose of 
10identifying sex offenders and making that information

11available to the persons specified in Sections 120 and 125 of 
12this Law.  The
Database shall be created from the Law 
13Enforcement Agencies Data System (LEADS)
established under 
14Section 6 of the Intergovernmental Missing Child Recovery Act

15of 1984.  The Department of State Police shall examine its LEADS 
16database for
persons registered as sex offenders under the Sex 
17Offender Registration Act and
shall identify those who are sex 
18offenders and shall add all the
information, including 
19photographs if available, on those sex offenders to
the 
20Statewide Sex
Offender
Database.

21    (b) The Department of State Police must make the 
22information contained in
the
Statewide Sex Offender Database 
23accessible on the Internet by means of a
hyperlink
labeled "Sex

1Offender Information" on the Department's World Wide Web home

2page. The Department must make the information contained in the 
3Statewide Sex Offender Database searchable via a mapping system 
4which identifies registered sex offenders living within 5 miles 
5of an identified address. The Department of State Police must 
6update that information as it deems
necessary.

7    The Department of State Police may require that a person 
8who seeks access to
the sex
offender information submit 
9biographical information about himself or
herself before

10permitting access to the sex offender information.  The 
11Department of State Police must promulgate rules
in accordance 
12with the Illinois Administrative Procedure
Act to implement 
13this
subsection
(b)
and those rules must include procedures to 
14ensure that the information in the
database is accurate.

15    The Department of State Police shall provide on its Sex 
16Offender Information web page a form that allows a person who 
17seeks access to sex offender information to be notified by 
18e-mail of when a sex offender changes residence, employment, or 
19school attendance to a location within a particular zip code or 
20within a specified distance from  an address.  The Department of 
21State Police shall provide such information by e-mail 
22notification to a person who completes the form.

23    (c) The Department of State Police, Sex Offender 
24Registration Unit, must develop and conduct training to educate 
25all those entities involved in the Sex Offender Registration 
26Program.
