1    AN ACT concerning electric vehicles.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  


 
4    Section 1. Short title. This Act may be cited as the 
5Electric Vehicle Act.
 
6    Section 5. Findings. The General Assembly finds that the 
7adoption and use of electric vehicles would benefit the State 
8of Illinois by (i) improving the health and environmental 
9quality of the residents of Illinois through reduced pollution, 
10(ii) reducing the operating costs of vehicle transportation, 
11and (iii) shifting the demand for imported petroleum to locally 
12produced electricity.
 
13    Section 10. Definitions. 
14    "Coordinator" means the Electric Vehicle Coordinator 
15created in Section 15.
16    "Council" means the Electric Vehicle Advisory Council 
17created in Section 20.
18    "Electric vehicle" means (i) a battery-powered electric 
19vehicle operated solely by electricity or (ii) a plug-in hybrid 
20electric vehicle that operates on electricity and gasoline and 
21has a battery that can be recharged from an external source.

1    Section 15. Electric Vehicle Coordinator. The Governor 
2shall appoint a person within the Department of Commerce and 
3Economic Opportunity to serve as the Electric Vehicle 
4Coordinator for the State of Illinois. This person may be an 
5existing employee with other duties. The Coordinator shall act 
6as a point person for electric vehicle related policies and 
7activities in Illinois.
 
8    Section 20. Electric vehicle advisory council. 
9    (a) There is created the Illinois Electric Vehicle Advisory 
10Council. The Council shall investigate and recommend 
11strategies that the Governor and the General Assembly may 
12implement to promote the use of electric vehicles, including, 
13but not limited to, potential infrastructure improvements, 
14State and local regulatory streamlining, and changes to 
15electric utility rates and tariffs.
16    (b) The Council shall include all of the following members:
17        (1) The Electric Vehicle Coordinator to serve as 
18    chairperson.
        
19        (2) Four members of the General Assembly, one appointed 
20    by the Speaker of the House of Representatives, one 
21    appointed by the Minority Leader of the House of 
22    Representatives, one appointed by the President of the 
23    Senate, and one appointed by the Minority Leader of the 
24    Senate.
        
25        (3) The Director of Commerce and Economic Opportunity

1    or his or her designee.

2        (4) The Director of the Environmental Protection 
3    Agency or his or her designee.

4        (5) The Executive Director of the Illinois Commerce 
5    Commission or his or her designee.
6        (6) Ten at-large members appointed by the Governor as 
7    follows:
8            (A) two representatives of statewide environmental 
9        organizations;
            
10            (B) two representatives of national or regional 
11        environmental organizations;
            
12            (C) one representative of a nonprofit car-sharing 
13        organization;
            
14            (D) two representatives of automobile 
15        manufacturers;
            
16            (E) one representative of the City of Chicago;
and
            
17            (F) two representatives of  electric utilities.

18    (c) The Council shall report its findings to the Governor 
19and General Assembly by December 31, 2011.
20    (d) The Department of Commerce and Economic Opportunity 
21shall provide administrative and other support to the Council.
 

22    Section 99. Effective date. This Act takes effect upon 
23becoming law.
