<synopsistitle></synopsistitle>
<SynopsisText>     Sets forth whereas clauses providing that (i) it is the policy and intent of the State of Illinois that every student has the right to the same level of educational services as every other student in this State, to the extent allowed by State funds; (ii) every student should have a teacher assignment by no later than the tenth day of class following the opening of the school year, and every school district should complete student scheduling by 30 days prior to the first day of class at the opening of the school year; (iii) every school district should provide its students with an education that promotes the personal development and civic responsibility of the student and that includes a meaningful opportunity for instruction in civics, history, art, music, and foreign languages; and (iv) school districts should give due weight to the special problems of children living in districts with high concentrations of poverty when considering the method in which they will provide an education. Resolves that a copy of the resolution be delivered to the State Superintendent of Education and disseminated by the State Superintendent of Education to all school districts in this State.</SynopsisText></synopsis>
