Amends the Illinois Vehicle Code. Provides that when a Secretary of State investigator is required to register a vehicle by any provision of the Code, including administrative rules, an additional fee shall be assessed in the amount of $300 per vehicle. Provides that the fee shall be assessed at the time of the required registration and deposited into the Secretary of State Registration Enforcement Fund.
