Amends the Illinois Procurement Code. Provides that the definition of "subcontract" includes third party facility management or service contracts entered into with management or service companies for the management, service, and maintenance of State-occupied, leased, or owned property. Defines "third party facility management or service contract". Provides that fees charged under a third party facility management or service contract shall be based on the occupied square footage and not on the amount of the mortgage, installment, or rent paid by the State. Expands the current prohibitions on certain types of contracts and business interests as conflicts of interest to include subcontracts. Amends the Illinois Procurement Code. Provides that parties interested in proposing a lease of real property to the State of Illinois or proposing a lease to own contract with a scheduled transfer of ownership of real property to the State of Illinois and proposing that the cost of a third party management contract will be paid by the State in addition to the lease rent or lease to own payment shall at the time of proposal to the State submit (i) an identification of any third party manager; (ii) identification of individuals with any ownership interest in common with the third party manager or independent ownership interest in the subject real property and ownership interest in the third party manager; (iii) a list of all services that the third party manager will provide; and (iv) an itemized cost schedule for management services to be paid by the State.
