Provides that members of the Health Facilities and Services Review Board shall receive compensation for duties related to all attended, scheduled meetings of the full Board. Provides that the Chairman of the Board shall receive additional compensation for duties specific to the Chairmanship. Sets forth the requirements for the review of a permit application to establish, construct, or modify a health care facility. Sets forth the requirements for post-permit reports. Provides that a person whose application for a permit has been denied or whose permit has been revoked shall be afforded an opportunity for a hearing before an administrative law judge (now, a hearing officer) appointed by the Chairman of the Board (now, the Director of the Illinois Department of Public Health). Provides that a permit holder must submit the final completion and cost report within 90 days after the approved project completion date and submit annual progress reports. Provides that annual progress reports shall include information regarding the committed funds expended toward the approved project. Extends the deadline for the Board to establish certain rules concerning long-term care to September 30, 2011. Provides that a permit holder who fails to comply with certain post-permit and reporting requirements shall be fined an amount not to exceed $10,000 plus an additional $10,000 for each 30-day period, or fraction thereof, that the violation continues. <SynopsisText>Further amends the Illinois Health Facilities Planning Act. Removes language providing that members of the Health Facilities and Services Review Board shall receive compensation for duties related to all attended, scheduled meetings of the full Board. Removes language providing that the Chairman of the Board shall receive additional compensation for duties specific to the Chairmanship. <SynopsisText>Further amends the Illinois Health Facilities Planning Act. Deletes a provision prohibiting an interested person who has provided testimony or comment at a public hearing related to a particular application for a permit or certificate before the Health Facilities and Services Review Board from addressing the Board at a Board meeting concerning the application.</SynopsisText><synopsistitle>House Floor Amendment No. 2</synopsistitle>
