<synopsistitle></synopsistitle>
<reference>230 ILCS 10/7</reference><aliasreference>from Ch. 120, par. 2407</aliasreference><reference>230 ILCS 10/7.6</reference><aliasreference></aliasreference><reference>230 ILCS 10/11.2</reference><aliasreference></aliasreference><SynopsisText>Provides that, if and only if Senate Bill 744 of the 97th General Assembly becomes law, then the Illinois Gambling Act is amended (1) to require the Illinois Gaming Board to award owners licenses to applicants whose plans (i) generate the highest amount of revenue to the State and (ii) provide for the least amount of cannibalization of existing licensees' revenues generated pursuant to this Act; (2) to condition the approval of relocation to a new home dock location for a licensee that was not conducting riverboat gambling on January 1, 1998 upon the determination that the new home dock provides for the least amount of cannibalization of an existing licensee's revenues; and (3) to provide that to be eligible to conduct electronic gaming, a person, firm, or corporation having operating control of a race track must provide for the least amount of cannibalization of existing licensees' revenues generated pursuant to the Act. Effective upon becoming law or on the date Senate Bill 744 of the 97th General Assembly takes effect, whichever is later.</SynopsisText></synopsis>
