Provides that municipalities may license, tax, locate, regulate, or prohibit all places of business of dealers in second-hand articles, including but without limitation, pawnbrokers and dealers in junk, dismantled or wrecked motor vehicles, precious or other metals, rags, or any other second-hand article. Further provides that a municipality may license, tax, regulate, or prohibit hawkers, peddlers, itinerant merchants, and transient vendors of merchandise. Makes other changes. Effective immediately.</SynopsisText></synopsis>
