<SynopsisText>Appropriates the amount of $42,000,000, or so much thereof as may be necessary, from the General Revenue Fund to the State Board of Education for the loan of secular textbooks listed for use by the State Board of Education free of charge to any student in the State who is enrolled in grades kindergarten through 12 at a public school or at a school other than a public school which is in compliance with the compulsory attendance laws of the State and Title VI of the Civil Rights Act of 1964. Effective July 1, 2011.</SynopsisText></synopsis>
