<SynopsisText>Replaces everything after the enacting clause. Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that whenever the Department of Transportation shall replace any used vehicle, it shall first notify the Division of Property Control of the Department of Central Management Services and the Division of Vehicles of the Department of Central Management Services for potential reallocation of the vehicle to another State agency through inter-agency transfer per standard fleet vehicle allocation procedures. Provides that if the vehicle is not re-allocated for use into the State fleet or agencies, the Department shall give units of local government the opportunity to purchase the vehicles through sealed bid sale. Removes language giving the Department of Natural Resources the first opportunity to purchase the vehicle and removes self-propelled motorized equipment and attachments from the definition of "vehicle". Effective January 1, 2012.</SynopsisText></synopsis>
