<reference>70 ILCS 405/1</reference><aliasreference>from Ch. 5, par. 106</aliasreference><SynopsisText>Amends the Soil and Water Conservation Districts Act. Makes a technical change to a Section concerning the short title.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>
<reftype>Deletes reference to:</reftype><reference>70 ILCS 405/1</reference><aliasreference></aliasreference><reftype>Adds reference to:</reftype><reference>65 ILCS 5/11-124-5</reference><aliasreference></aliasreference><SynopsisText>Replaces everything after the enacting clause. Amends the Illinois Municipal Code. Provides that where a water system that is owned by a public utility provides water to customers located in 2 or more municipalities, the system may be acquired by a majority (instead of "either or all") of the municipalities by eminent domain, and if the system is to be acquired by more than one municipality, then there must be an intergovernmental agreement. Further provides that any water system acquired by a municipality or municipalities shall have any work on the system performed by employees who are members of a collective bargaining unit. Effective immediately.

Amends the Illinois Public Labor Relations Act. Provides that the Board must recognize a labor organization as the exclusive representative of the employees of an acquired water system where there was a historical pattern of representation by that organization. Further amends the Illinois Municipal Code. Requires a municipality that acquires a water system to offer available positions to qualified employees of the system.
