Provides that no public utility, company, electric generation facility, alternative retail electric supplier, or alternative retail gas supplier shall be required to purchase synthetic natural gas or electricity derived from synthetic natural gas. Provides that a public utility, company, electric generation facility, alternative retail electric supplier, or alternative retail gas supplier that made an election to purchase substitute natural gas under specified provisions of the Act shall not be required to make such a purchase.
