Provides that in placing a child under the Act, the Department of Children and family Services shall place the child with the child's sibling or siblings unless the placement is not in each child's best interest, or is otherwise not possible under the Department's rules. Provides that if the child is not placed with a sibling under the Department's rules, the Department shall consider placements that are likely to develop, preserve, nurture, and support sibling relationships, where doing so is in each child's best interest. Amends the Juvenile Court Act of 1987. Provides that where the Department of Children and Family Services Guardianship Administrator is appointed as the executive temporary custodian, and when the child has siblings in care, the Department of Children and Family Services shall file with the court and serve on the parties a sibling placement and contact plan within 10 days, excluding weekends and holidays, after the appointment. Amends the Adoption Act. Provides that former wards of the Department of Children and Family Services between the ages of 18 and 21 who have been surrendered or adopted shall not be required to complete an Illinois Adoption Registry Application prior to commencement of the search of birth parent information. <SynopsisText>Provides that the Post Permanency Sibling Contract Agreement shall not be enforceable in any court of law or administrative forum and no cause of action shall be brought to enforce the Agreement. Provides that former wards of the Department of Children and Family Services between the ages of 18 and 21 who have been surrendered or adopted and who are seeking contact or an exchange of information with siblings shall not be required to complete an Illinois Adoption Registry Application prior to commencement of the search, provided that the search is performed consistent with applicable Sections of the Adoption Act.</SynopsisText></synopsis>
