Removes language requiring a municipality having a population of more than 500,000 inhabitants to decrease by $5,000,000 the amount of funds it provides for public aid purposes under the Temporary Assistance for Needy Families (TANF) program for the fiscal year beginning July 1, 2003. Removes language requiring the municipality to, for each fiscal year thereafter, decrease the amount of funds it provides for public aid purposes under the TANF program in that fiscal year by an additional amount equal to (i) $5,000,000 or (ii) the amount provided by the municipality in the preceding fiscal year, whichever is less, until the municipality does not provide any funds for public aid purposes under the TANF program.
