Provides that the Procurement Policy Board (now, the Executive Ethics Commission) shall appoint procurement compliance monitors to oversee and review the procurement processes. Provides that, after a hearing, the Board (now, the Commission) shall determine whether a procurement compliance monitor shall be removed.
