Provides that the electors of a township may prohibit the running at large of dogs and cats, except for feral cats. Further provides that in a county that does not license or register cats and dogs, the electors may authorize the requirement that dogs and cats be registered with the township and the imposition of a reasonable fee for the registration. Provides that the registration requirement does not apply to a feral cat or a feral cat caretaker who participates in trap, spay and neuter, or return and release programs.
