Exempts retired certified teachers who are substitute teachers seeking employment from provisions requiring applicants, as a condition of employment with a school district, to authorize a fingerprint-based criminal history records check, a check of the Statewide Sex Offender Database, and a check of the Statewide Murderer and Violent Offender Against Youth Database if there is no gap in time between the expiration of the retired teacher's teaching certificate and the issuance of the substitute teacher's certificate. Effective immediately.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Amends the School Code. Provides that the requirements of provisions requiring applicants, as a condition of employment with a school district, to authorize a fingerprint-based criminal history records check, a check of the Statewide Sex Offender Database, and a check of the Statewide Murderer and Violent Offender Against Youth Database do not apply to individuals who (i) submitted to a fingerprint-based criminal history records check as a condition of employment with a school district and (ii) upon retirement from employment with that school district, has sought and obtained employment with that school district as a substitute teacher. Provides that a school district may require the applicant to submit to a fingerprint-based criminal history records check through the Federal Bureau of Investigation and a check of the Statewide Sex Offender Database and the Statewide Murderer and Violent Offender Against Youth Database.
