For a period of 6 months, allows a police officer to transfer up to 10 years of creditable service in either direction between a downstate police pension fund and the State Universities Retirement System. Applies only to service as a police officer. Requires payment by the police officer of the difference between the amount of contributions transferred and the true cost of allowing the creditable service to be established. Authorizes reinstatement of transferable credits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately</SynopsisText></synopsis>
