Provides that nursing facility services billed by an intermediate or long-term care facility owned by a unit of local government shall be eligible for interest payments under the same terms and conditions applicable to nursing facility services billed by intermediate and long-term care facilities in general. Provides that intermediate and long-term care facilities may not be excluded from receiving prompt payment interest based on the fact that the facility is operated by a unit of local government.
