Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that each month $1,875,000 shall be deposited into the Central Illinois Economic Development Authority Debt Fund in the aggregate from proceeds collected under each of the Acts within Macon, Sangamon, Menard, Logan, Christian, DeWitt, Macoupin, Montgomery, Calhoun, Greene, or Jersey County.
