Provides that, at the time a voucher is submitted to the Comptroller, the vendor may make a written election to deduct all or a portion of the amount due under that voucher from the vendor's tax liability under the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the Comptroller shall certify the amount to be deducted and shall provide the vendor with a copy of the certification. Provides that, if such an election is made, then the vendor is not entitled to interest payments under the State Prompt Payment Act with respect to the certified voucher amounts. Requires transfers from the Fund from which the voucher would have been paid if an election had not been made to certain other Funds. Effective July 1, 2011.</SynopsisText></synopsis>
