Establishes the Grow Your Own Educational Service Provider Initiative to effectively recruit and prepare staff of non-profit social service agencies who also provide public or private school educational services to obtain a higher level of or additional licensure or certification. Provides that the Board of Higher Education shall administer the Initiative as a grant competition to fund consortia that will carry out Grow Your Own Educational Service Provider preparation programs. Sets forth provisions concerning the selection of grantees, expenditures under the Initiative, implementation of the Initiative, and an independent program evaluation.
