<reference>415 ILCS 5/4</reference><aliasreference>from Ch. 111 1/2, par. 1004</aliasreference><reference>415 ILCS 5/5</reference><aliasreference>from Ch. 111 1/2, par. 1005</aliasreference><SynopsisText>     Amends the Environmental Protection Act. Requires the rules of the Environmental Protection Agency and the Illinois Pollution Control Board to include a process for expediting the issuance of permits and licenses for all projects requiring permitting or licensure. Authorizes the Agency and the Board to engage the experts and additional resources that are reasonably necessary for implementing this process. Specifies that an expedited process applies only upon the request of the applicant and that any additional costs for using the process are to be borne by the applicant. Effective immediately.</SynopsisText></synopsis>
