<synopsistitle></synopsistitle>
<reference>New Act</reference><aliasreference></aliasreference><reference>30 ILCS 500/30-45</reference><aliasreference></aliasreference><SynopsisText>     Creates the Project Labor Agreements Act. Requires a State department, agency, authority, board, or instrumentality under the control of the Governor to include a project labor agreement on a public works project when that department, agency, authority, board, or instrumentality determines that the agreement advances the State's interest. Requires the State department, agency, authority, board, or instrumentality to negotiate the project labor agreement in good faith with labor organizations in the construction industry. Sets out the terms to be included in the project labor agreement. Requires a finding setting forth the justification for using a project labor agreement. Amends the Illinois Procurement Code. Provides that the Illinois Procurement Code is subject to applicable provisions of the Project Labor Agreements Act. <SynopsisText>Provides that a project labor agreement shall set forth goals for apprenticeship and total hours to be performed by minorities and females (rather than further public policy objectives as to improved employment opportunities for minorities and females in the construction industry). Provides that a State department, agency, authority, board, or instrumentality that has a project labor agreement in connection with a public works project shall prepare and file with the Department of Labor a quarterly report that includes workforce participation by minorities and females. Provides that the Department of Labor shall submit to the General Assembly and the Governor an annual report that details the number of minorities and females employed under all public labor agreements within the State.</SynopsisText></synopsis>
