<SynopsisText>Replaces everything after the enacting clause. Reinserts similar provisions with the following changes: Changes the short title to the Cash Management and Medicaid Maximization Act of 2011. Removes language requiring the State Comptroller and the State Treasurer to transfer specified amounts into the Healthcare Provider Relief Fund from the Water Revolving Fund and the General Obligation Bond Retirement and Interest Fund and instead provides that the Governor, the State Comptroller, and the State Treasurer shall transfer amounts into the Healthcare Provider Relief Fund from special funds of the State, excluding the Road Fund and the State Construction Account Fund, not to exceed $900,000,000. Changes the date by which any moneys transferred must be repaid to the fund of origin from August 31, 2011 to July 31, 2011. Makes other changes. Effective immediately.</SynopsisText></synopsis>
