Provides that the Secretary of State shall provide on its web site a link to another web site or web resource, such as guidestar.org, where the Internal Revenue Service Form 990, or its equivalent, most recently filed by any Illinois not-for-profit organization may be accessed by the general public. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Illinois Transparency and Accountability Portal shall provide direct access to a database of all grant funds awarded by a State agency, sorted separately by name of grantor agency, name of the grantee, and total amount of grants per grantee by State agency. Amends the Illinois Grant Funds Recovery Act. Provides that applications for grant funds shall include the name of and the amount of compensation paid to each of the 3 highest paid employees of the applicant and an itemization by employee of all grant funds that will be expended for compensation of grantee's employees.
