Changes the short title to the Boxing and Full-contact Martial Arts Act. Provides that all professional and amateur contests, or combination of both, are prohibited unless authorized by the Department of Financial and Professional Regulation, unless one of the exemption applies. Provides that compensation for professional contests shall be determined by the Department and it shall be the promoters that pay the compensation. Requires a person to register as an amateur with the Department before competing in an amateur contest and provides requirements for an applicant to register as an amateur in a full-contact martial arts contest. Increases the civil penalty to $10,000 from $5,000 for anyone who violates the licensing provisions of the Act. Provides requirements for the logistics, including required medical personnel to be present, location and length of contests, and required officials to be present for professional or amateur, or combination of both, contests to be held in accordance with the Act. Requires promoters to pay to the Department of Revenue 3% of the first $500,000 and 4% of additional total gross receipts from the sale, lease, or other exploitation of broadcasting, including, but not limited to, Internet, cable, television, and motion picture rights for that professional or amateur contest in addition to payment of any other taxes or money due. Permits the Department to disclose information and documents related to an examination or investigation of a licensee, registrant, or applicant only to law enforcement officials, other regulatory agencies that have an appropriate regulatory interest as determined by the Secretary, or a party presenting a lawful subpoena to the Department. Makes other changes. Amends the Regulatory Sunset Act to extend the Act from January 1, 2012 to January 1, 2022. Effective immediately.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Changes the collection of the tax from gross receipts from the sale of admission tickets to be placed directly in the General Revenue Fund instead of the Department of Revenue collecting and placing the tax in the General Revenue Fund.</SynopsisText><synopsistitle>House Floor Amendment No. 2</synopsistitle>

Reinserts the introduced bill with changes. Creates the State of Illinois Athletic Board and disbands the State Professional Boxing Board. Provides changes to provisions concerning the short title and definitions; restricted contests and events; conduct a professional contest or an amateur contest; permits; who must be licensed; professional or amateur contests; tickets and tax; failure to report ticket sales and tax; and inspectors. Deletes provision concerning the failure to report ticket sales and tax. Makes corresponding changes. Amends the State Finance Act by creating the Athletics Supervision and Regulation Fund. Effective immediately.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>
<SynopsisText>Makes a change to the definition of "address of record". Provides that one member of the State of Illinois Athletic Board shall be a member of the martial arts community and one member of the Board shall be either a member of the martial arts community or the boxing community. Provides that a promoter may not carry an insurance policy with a deductible in an amount greater than $500 for the medical, surgical, or hospital care for injuries a contestant sustains while engaged in a contest. Provides that the Department shall grant licenses to an applicant for licensure as a promoter if the promoter pays the required fee and meets any other requirements as established by rule and an applicant for licensure as a promoter of professional contests or a combination of both professional and amateur bouts in one contest provides (i) proof of a surety bond of no less than $5,000 to cover financial obligations under this Act and (ii) a financial statement showing liquid working capital of $10,000 or more, or a $10,000 performance bond guaranteeing payment of all obligations relating to the promotional activities. Deletes a provision concerning a promoter's obligations to the Department within 24 hours of an amateur contest. Makes changes to the provisions concerning exemptions to the Act; permits; and professional or amateur contests.</SynopsisText></synopsis>
