Makes a technical change in a Section concerning annexation of territory.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>

Amends the Fire Protection District Act. Provides that, if a municipality fails to make payment required under a service contract with a fire protection district more than 180 days after the payment is due, then the fire protection district may, after giving notice to the municipality, certify to the State Comptroller the amounts of the delinquent payments and the State Comptroller must, beginning with the following fiscal year, deduct and deposit into the fire protection district's general operating fund the certified amounts from grants of State funds to the municipality, if applicable. Effective immediately.</SynopsisText><synopsistitle>House Floor Amendment No. 2</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause. Amends the Fire Protection District Act. Provides that, if a municipality fails to make payment required under a service contract with a fire protection district more than 90 days after the payment is due, then an interest penalty of 1% of any amount approved and unpaid shall be added for each 90 days or fraction thereof after the expiration of the 90 day period, until final payment is made. Further provides that in an action in court to collect delinquent fees from a contract for services between a municipality and a fire protection district, the losing party shall pay all reasonable legal fees incurred in the proceeding. Effective immediately.</SynopsisText></synopsis>
