Authorizes the Secretary of State to issue Boy Scout plates bearing the Eagle Scout badge to the owner of a vehicle whose authorized driver has attained Eagle Scout rank. Authorizes the Secretary of State to issue Girl Scout plates bearing the symbol of the Gold Award to the owner of a vehicle whose authorized driver has attained Gold Award status.
