Amends the Boundary Changes Article of the School Code. Provides that the governing board of the educational service center where the detaching territory is located (instead of the school board of the affected district) shall handle all matters related to detachment, annexation, division, dissolution, or any combination of those methods if the regional board of school trustees is abolished and the trustees of schools of the township in which the school district resides does not exist. Provides that the executive director of the educational service center shall appoint 3 members from the governing board of the educational service center to participate in the hearing. Provides that individuals serving on the hearing panel may not reside in the area affected by the petition or be employed or serve as a school board member in the school districts affected by the petition.
