    AMENDMENT NO. ______. Amend Senate Bill 3707, AS AMENDED,

with reference to page and line numbers of Senate Amendment No.

on page 8, by inserting immediately below line 24 the

following:

    "Section 10. The Children's Health Insurance Program Act is 
8
amended  by adding Section 23 as follows:

    (215 ILCS 106/23 new)

    Sec. 23. Managed care. At least 50% of all Medicaid 
11
enrollees shall be enrolled in managed care no later than 
12
January 1, 2013. For purposes of this Section, "managed care" 
13
means a capitated system in which a managed care organization 
14
(MCO) is paid a fixed monthly premium per recipient and assumes 
15
either partial or full financial risk for the delivery of

    Section 15. The Covering ALL KIDS Health Insurance  Act is

amended  by adding Section 26 as follows:

    (215 ILCS 170/26 new)

January 1, 2013. For purposes of this Section, "managed care"
