| 1 | AN ACT concerning education.
| ||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
| 3 | represented in the General Assembly:
| ||||||||||||||||||||||||
| 4 | Section 5. The Public Community College Act is amended by | ||||||||||||||||||||||||
| 5 | changing Section 2-25 as follows: | ||||||||||||||||||||||||
| 6 | (110 ILCS 805/2-25) | ||||||||||||||||||||||||
| 7 | Sec. 2-25. College and Career Readiness Pilot Program. | ||||||||||||||||||||||||
| 8 | (a) The General Assembly finds that there is a direct and | ||||||||||||||||||||||||
| 9 | significant link between academic preparation of students | ||||||||||||||||||||||||
| 10 | being academically prepared for college and success in | ||||||||||||||||||||||||
| 11 | postsecondary education and careers. Many students enter | ||||||||||||||||||||||||
| 12 | college unprepared for the academic rigors of college and | ||||||||||||||||||||||||
| 13 | require noncredit remedial courses to attain skills and | ||||||||||||||||||||||||
| 14 | knowledge needed for regular, credit coursework. Remediation | ||||||||||||||||||||||||
| 15 | lengthens time to degree, imposes additional costs on students | ||||||||||||||||||||||||
| 16 | and colleges, and uses student financial aid for courses that | ||||||||||||||||||||||||
| 17 | will not count toward a degree. All students entering college | ||||||||||||||||||||||||
| 18 | take a college entrance exam or a placement test. These tests | ||||||||||||||||||||||||
| 19 | All high school juniors take the Prairie State Achievement | ||||||||||||||||||||||||
| 20 | Examination, which contains the ACT college assessment exam. | ||||||||||||||||||||||||
| 21 | ACT test elements and scores can be correlated to specific | ||||||||||||||||||||||||
| 22 | course placements in community colleges. Customized ACT test | ||||||||||||||||||||||||
| 23 | results can be used in collaboration with high schools to | ||||||||||||||||||||||||
| |||||||
| |||||||
| 1 | assist high school students identify areas for improvement and | ||||||
| 2 | help to them close skill gaps during students' their senior | ||||||
| 3 | year. College Greater college and career readiness reduces will | ||||||
| 4 | reduce the need for remediation, lowers lower educational | ||||||
| 5 | costs, shortens shorten time to degree, and increases increase | ||||||
| 6 | the overall success rate of Illinois college students. | ||||||
| 7 | (b) Subject to appropriation, the State Board shall create | ||||||
| 8 | a 3-year pilot project, to be known as the College and Career | ||||||
| 9 | Readiness Pilot Program. Beginning July 1, 2010, the State | ||||||
| 10 | Board shall extend the current pilot project for 3 years to | ||||||
| 11 | include an additional 7 sites as evidenced by the effectiveness | ||||||
| 12 | of the current program. The goals of the program are as | ||||||
| 13 | follows: | ||||||
| 14 | (1) To diagnose college readiness by developing a | ||||||
| 15 | system to align ACT scores to specific community college | ||||||
| 16 | courses in developmental and freshman curriculums. | ||||||
| 17 | (2) To reduce remediation by decreasing the need for | ||||||
| 18 | remedial coursework in mathematics, reading, and writing | ||||||
| 19 | at the college level through (i) increasing the number of | ||||||
| 20 | students enrolled in a college-prep core curriculum, (ii) | ||||||
| 21 | assisting students in improving college readiness skills, | ||||||
| 22 | and (iii) increasing successful student transitions into | ||||||
| 23 | postsecondary education. | ||||||
| 24 | (3) To align high school and college curriculums. | ||||||
| 25 | (4) To provide resources and academic support to | ||||||
| 26 | students to enrich the senior year of high school through | ||||||
| |||||||
| |||||||
| 1 | remedial or advanced coursework and other interventions. | ||||||
| 2 | (5) To develop an appropriate evaluation process to | ||||||
| 3 | measure the effectiveness of readiness intervention | ||||||
| 4 | strategies. | ||||||
| 5 | (c) The first year of the program created under this | ||||||
| 6 | Section shall begin with the high school class of 2011 2008. | ||||||
| 7 | (1) The State Board shall select 4 community colleges | ||||||
| 8 | to participate in the original pilot program and 7 | ||||||
| 9 | additional sites as part of the extension based on all of | ||||||
| 10 | the following: | ||||||
| 11 | (A) The percentage of students in developmental | ||||||
| 12 | coursework. | ||||||
| 13 | (B) Demographics of student enrollment, including | ||||||
| 14 | socioeconomic status, race and ethnicity, and | ||||||
| 15 | enrollments of first-generation college students. | ||||||
| 16 | (C) Geographic diversity. | ||||||
| 17 | (D) (Blank). The willingness of the community | ||||||
| 18 | college to submit developmental and introductory | ||||||
| 19 | courses to ACT for analysis of college placement. | ||||||
| 20 | (E) The ability of the community college to partner | ||||||
| 21 | with local high schools to develop college and career | ||||||
| 22 | readiness strategies and college readiness teams. | ||||||
| 23 | (2) (Blank). The State Board shall work with ACT to | ||||||
| 24 | analyze up to 10 courses at each participating community | ||||||
| 25 | college for purposes of determining student placement and | ||||||
| 26 | college readiness. | ||||||

| |||||||
| 1 | (3) Each participating community college shall | ||||||
| 2 | establish an agreement with a high school or schools to do | ||||||
| 3 | all of the following: | ||||||
| 4 | (A) Create a data-sharing agreement. | ||||||
| 5 | (B) Create a Readiness Plan Prescription for each | ||||||
| 6 | student, showing all of the following: | ||||||
| 7 | (i) The readiness status for college-level | ||||||
| 8 | work. | ||||||
| 9 | (ii) Course recommendations for remediation or | ||||||
| 10 | for advanced coursework in Advanced Placement | ||||||
| 11 | classes or dual credit and dual enrollment | ||||||
| 12 | programs. | ||||||
| 13 | (iii) Additional academic support services, | ||||||
| 14 | including tutoring, mentoring, and college | ||||||
| 15 | application assistance. | ||||||
| 16 | (C) Create college and career readiness teams that | ||||||
| 17 | include the Chief Academic Officer, the Chief Student | ||||||
| 18 | Services Officer, the Institutional Researcher, | ||||||
| 19 | faculty, counselors, or advisers comprised of faculty | ||||||
| 20 | and counselors or advisers from the community college | ||||||
| 21 | and high school, the college and career readiness | ||||||
| 22 | coordinator from the community college, and other | ||||||
| 23 | members as determined by the high school and community | ||||||
| 24 | college. The teams may include local business or civic | ||||||
| 25 | leaders. The teams shall develop intervention | ||||||
| 26 | strategies as follows: | ||||||

| 1 | (i) Use the Readiness Plan Prescription to | ||||||
| 2 | develop a contract with each student for remedial | ||||||
| 3 | or advanced coursework to be taken during the | ||||||
| 4 | senior year. | ||||||
| 5 | (ii) Monitor student progress. | ||||||
| 6 | (iii) Provide readiness support services. | ||||||
| 7 | (D) Retest students in the spring of 2012 2008 to | ||||||
| 8 | assess progress and college readiness. | ||||||
| 9 | (4) The State Board shall work with participating | ||||||
| 10 | community colleges and high schools to develop an | ||||||
| 11 | appropriate evaluation process to measure effectiveness of | ||||||
| 12 | intervention strategies, including all of the following: | ||||||
| 13 | (A) Baseline data for each participating school. | ||||||
| 14 | (B) Baseline data for the Illinois system. | ||||||
| 15 | (C) Comparison of college entrance exams or | ||||||
| 16 | college placement scores, or both, within each group of | ||||||
| 17 | students ACT scores from March 2007 to March 2008. | ||||||
| 18 | (D) Student enrollment in each applicable | ||||||
| 19 | intervention college in the fall of 2008. | ||||||
| 20 | (E) Placement of college and career readiness | ||||||
| 21 | students in developmental and regular courses upon the | ||||||
| 22 | completion of the intervention and subsequent | ||||||
| 23 | enrollment in additional courses in the fall of 2008. | ||||||
| 24 | (F) Retention of college and career readiness | ||||||
| 25 | students in the spring semester after enrollment of | ||||||
| 26 | 2009. | ||||||

| 1 | (5) The State Board shall work with participating | ||||||
| 2 | community colleges and high schools to establish | ||||||
| 3 | operational processes and a budget for college and career | ||||||
| 4 | readiness pilot programs, including all of the following: | ||||||
| 5 | (A) Employment of a college and career readiness | ||||||
| 6 | coordinator at each community college site. | ||||||
| 7 | (B) Establishment of a budget. | ||||||
| 8 | (C) Creation of college and career readiness | ||||||
| 9 | teams, resources, and partnership agreements. | ||||||
| 10 | (d) The second year of the program created under this | ||||||
| 11 | Section shall begin with the high school class of 2012 2009. In | ||||||
| 12 | the second year, the State Board shall have all of the | ||||||
| 13 | following duties: | ||||||
| 14 | (1) (Blank). Analyze courses at 3 new community college | ||||||
| 15 | sites. | ||||||
| 16 | (2) Undertake intervention strategies through college | ||||||
| 17 | and career readiness teams with students in the class of | ||||||
| 18 | 2012 2009. | ||||||
| 19 | (3) Monitor and assist college and career readiness | ||||||
| 20 | graduates from the class of 2011 2008 in college. | ||||||
| 21 | (e) The third year of the program created under this | ||||||
| 22 | Section shall begin with the high school class of 2013 2010. In | ||||||
| 23 | the third year, the State Board shall have all of the following | ||||||
| 24 | duties: | ||||||
| 25 | (1) (Blank). Analyze courses at 5 new community college | ||||||
| 26 | sites. | ||||||

| 1 | (2) (Blank). Add college and career readiness teams at | ||||||
| 2 | 3 new sites (from year 2 of the program). | ||||||
| 3 | (3) Undertake intervention strategies through college | ||||||
| 4 | and career readiness teams with students of the class of | ||||||
| 5 | 2013 2010 at 7 sites. | ||||||
| 6 | (4) Monitor and assist students from the classes of | ||||||
| 7 | 2011 2008 and 2012 2009 in college. | ||||||
| 8 | (e) At the end of the 3 year extension, the State Board | ||||||
| 9 | shall prepare and submit a report outlining its findings and | ||||||
| 10 | recommendations to the Senate and the House of Representatives | ||||||
| 11 | by filing a copy of its report with the Secretary of the Senate | ||||||
| 12 | and Clerk of the House of Representatives no later than | ||||||
| 13 | December 31, 2013.
