| 1 |  |     AN ACT concerning employment.
 | 
| 2 |  |     Be it enacted by the People of the State of Illinois,  | 
| 3 |  | represented in the General Assembly: 
 | 
| 4 |  |     Section 5. The Unemployment Insurance Act is amended by  | 
| 5 |  | changing Section 1701 as follows:
 
 |

| 7 |  |     Sec. 1701. 
Rules and
and
regulations. | 
| 8 |  | General and special rules may be adopted, amended, or rescinded  | 
| 9 |  | by the
Director only after public hearing or opportunity to be  | 
| 10 |  | heard thereon, of
which proper notice has been given. General  | 
| 11 |  | rules shall become effective
ten days after filing with the  | 
| 12 |  | Secretary of State and publication in one or
more newspapers of  | 
| 13 |  | general circulation in this State. Special rules shall
become  | 
| 14 |  | effective ten days after notification to or mailing to the last
 | 
| 15 |  | known address of the individuals or concerns affected thereby.  | 
| 16 |  | Regulations
may be adopted, amended, or rescinded by the  | 
| 17 |  | Director and shall become
effective ten days after filing with  | 
| 18 |  | the Secretary of State, and such
filing shall be public notice  | 
| 19 |  | of such regulation, amendment thereto, or
rescission thereof,  | 
| 20 |  | as the case may be.
