| 1 | AN ACT concerning education.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The School Code is amended by adding Section | ||||||
| 5 | 3-13.5 as follows: | ||||||
| 6 | (105 ILCS 5/3-13.5 new) | ||||||
| 7 | (Section scheduled to be repealed on August 2, 2010) | ||||||
| 8 | Sec. 3-13.5. Streamlining Illinois' Educational Delivery | ||||||
| 9 | Systems Task Force. | ||||||
| 10 | (a) Recognizing the virtue of the regional offices of | ||||||
| 11 | education in that locally elected public servants are working | ||||||
| 12 | closely with local school boards and superintendents and in | ||||||
| 13 | partnership with the State Board of Education and in an effort | ||||||
| 14 | to deliver these educational services more efficiently and | ||||||
| 15 | effectively, there is hereby established a Streamlining | ||||||
| 16 | Illinois' Educational Delivery Systems Task Force. The Task | ||||||
| 17 | Force shall explore and examine all duties of the State Board | ||||||
| 18 | of Education and all regional support systems for school | ||||||
| 19 | districts, including without limitation the regional offices | ||||||
| 20 | of education, intermediate service centers, special education | ||||||
| 21 | cooperatives, education for employments systems, and learning | ||||||
| 22 | technology centers and the support provided by the State Board | ||||||
| 23 | of Education to City of Chicago School District 299 pursuant to | ||||||
| |||||||
| |||||||
| 1 | Section 3-0.01 of this Code, in order to determine which duties | ||||||
| 2 | and responsibilities should be provided regionally to more | ||||||
| 3 | appropriately and efficiently deliver services. The Task Force | ||||||
| 4 | shall include as part of its review an examination of how the | ||||||
| 5 | regional support systems can centrally coordinate | ||||||
| 6 | communication with private school systems. The Task Force shall | ||||||
| 7 | ensure that its recommendations include specifics as to the | ||||||
| 8 | necessary funding to carry out identified responsibilities. | ||||||
| 9 | (b) The Task Force shall consist of all of the following | ||||||
| 10 | voting members: | ||||||
| 11 | (1) One person appointed by the Governor, who shall | ||||||
| 12 | serve as chairperson of the Task Force. | ||||||
| 13 | (2) One member appointed by the President of the | ||||||
| 14 | Senate. | ||||||
| 15 | (3) One member appointed by the Minority Leader of the | ||||||
| 16 | Senate. | ||||||
| 17 | (4) One member appointed by the Speaker of the House of | ||||||
| 18 | Representatives. | ||||||
| 19 | (5) One member appointed by the Minority Leader of the | ||||||
| 20 | House of Representatives. | ||||||
| 21 | (6) One member appointed by an association | ||||||
| 22 | representing regional superintendents of schools for each | ||||||
| 23 | of the 6 regional areas. | ||||||
| 24 | (7) One member appointed by an association | ||||||
| 25 | representing school boards. | ||||||
| 26 | (8) One member appointed by an association | ||||||

| 1 | representing school administrators. | ||||||
| 2 | (9) One member appointed by an association | ||||||
| 3 | representing school business officials. | ||||||
| 4 | (10) One district superintendent from an urban school | ||||||
| 5 | district appointed by the State Superintendent of | ||||||
| 6 | Education. | ||||||
| 7 | (11) One district superintendent from a rural school | ||||||
| 8 | district appointed by the State Superintendent of | ||||||
| 9 | Education. | ||||||
| 10 | (12) One member appointed by an association | ||||||
| 11 | representing special education administrators. | ||||||
| 12 | (13) One member appointed by the Chicago Board of | ||||||
| 13 | Education. | ||||||
| 14 | (14) One member appointed by each of 2 statewide | ||||||
| 15 | associations representing teachers. | ||||||
| 16 | Members appointed by the legislative leaders shall be | ||||||
| 17 | appointed for the duration of the Task Force; in the event of a | ||||||
| 18 | vacancy, the appointment to fill the vacancy shall be made by | ||||||
| 19 | the legislative leader of the same house and party as the | ||||||
| 20 | leader who made the original appointment. | ||||||
| 21 | (c) The Task Force may begin to conduct business upon the | ||||||
| 22 | appointment of a majority of the voting members. | ||||||
| 23 | (d) The State Board of Education shall be the agency | ||||||
| 24 | responsible for providing staff and administrative support to | ||||||
| 25 | the Task Force. | ||||||
| 26 | (e) Members of the Task Force shall receive no compensation | ||||||
| |||||||
| |||||||
| 1 | for their participation, but may be reimbursed by the State | ||||||
| 2 | Board of Education for expenses in connection with their | ||||||
| 3 | participation, including travel, if funds are available. | ||||||
| 4 | (f) The Task Force shall submit a final report of its | ||||||
| 5 | findings and recommendations to the Governor and the General | ||||||
| 6 | Assembly on or before August 1, 2010. The Task Force may submit | ||||||
| 7 | other reports as it deems appropriate. | ||||||
| 8 | (g) The Task Force is abolished on August 2, 2010, and this | ||||||
| 9 | Section is repealed on August 2, 2010.
| ||||||
| 10 | Section 99. Effective date. This Act takes effect upon | ||||||
| 11 | becoming law.
