    AMENDMENT NO. ______. Amend Senate Bill 1466, AS AMENDED,

with reference to page and line numbers of House Amendment No.

3, as follows:

by replacing line 24 on page 18 through line 3 on page 19 with 
6
the following:

"Section, within 10 days following that change.  A
political 
8
committee that acts as both a state political
committee and a 
9
local political committee shall file a copy of each
statement 
10
of organization with the State Board of Elections and  the

11
county clerk.
The Board shall impose a civil penalty of $50 
12
$25"; and
 
13
on page 29, line 13, after "Board", by inserting "before the 
14
date candidates may begin circulating nominating petitions for 
15
the primary election; and
