| AMENDMENT NO. ______. Amend Senate Bill 259, on page 5, |

| line 13, after "practices", by inserting the following: |

| "consistent with the United States Environmental Protection |

| Agency guidance document identified in subsection (a)"; and

| on page 9, by replacing lines 6 through 11 with the following:

| "Section 40. Home rule. The regulation and licensing of |

| firearms and ammunition use at sport shooting and training |
| 9 |
| ranges, including the environmental effects of projectile |
| 10 |
| deposition at sport shooting and training ranges are exclusive |
| 11 |
| powers and functions of the State. A home rule unit may not |
| 12 |
| regulate or license firearms and ammunition use at sport |
| 13 |
| shooting and training ranges, including the environmental |
| 14 |
| effects of projectile deposition at sport shooting and training |
| 15 |
| ranges. This Section is a denial and limitation of home rule |
