| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are saddened to learn of the death of Annette |
| 4 |
| Mattie Watkins Whiting of Chicago, who recently passed away; |
| 5 |
| and
|
| 6 |
| WHEREAS, Annette Mattie Watkins, the second child of Henry |
| 7 |
| and Louise Watkins, was born on September 8, 1938, in
Port |
| 8 |
| Gibson, Mississippi (West Side); she attended Beachland |
| 9 |
| Elementary
School; in the fall of 1952, Annette entered Alcorn |
| 10 |
| High School, a laboratory school, and played shooting forward |
| 11 |
| on the girls' basketball team; she
graduated at the top of her |
| 12 |
| class in the spring of 1956; and
|
| 13 |
| WHEREAS, She enrolled as a freshman at Alcorn State
|
| 14 |
| University in 1956, majoring in Home Economics; she graduated |
| 15 |
| in three years (1959) with a
Bachelor's of Science degree in |
| 16 |
| Home Economics, and a minor in Elementary Education; she met |
| 17 |
| and dated Leroy Whiting when they both attended Alcorn High |
| 18 |
| School and Alcorn State
University; they married immediately |
| 19 |
| after graduating from college; and
|
| 20 |
| WHEREAS, During the 1959-1960 school term, Annette lived
|
| 21 |
| with Leroy's mother in Rodney, Mississippi, a "Ghost Town", |
| 22 |
| while Leroy worked elsewhere; Annette
traveled daily by school |
|

| bus to a high school located in the nearest small town, |
| 2 |
| Fayette, Mississippi, to
work as a Home Economics teacher; and
|
| 3 |
| WHEREAS, During the summer of 1960, Annette and Leroy moved |
| 4 |
| to Chicago, where she worked for 37 years as a
|
| 5 |
| Kindergarten-Primary teacher at Faraday Elementary School, a |
| 6 |
| Chicago Public School, before retiring in
1997; and |
| 7 |
| WHEREAS, Annette was a loving and dedicated wife, mother,
|
| 8 |
| and homemaker; she loved decorating her home; she loved to sew |
| 9 |
| and developed into a master seamstress; she was masterful in |
| 10 |
| her practice of frugality as she pursued these and other |
| 11 |
| hobbies; she became well known for her dressing style, |
| 12 |
| impeccable taste, and sense of personal elegance; and |
| 13 |
| WHEREAS, She
demonstrated a tenacious capability to affect |
| 14 |
| others by helping them to build good character; she was
always |
| 15 |
| willing to help in times of need; and she enjoyed many years |
| 16 |
| traveling with her family and friends throughout the United |
| 17 |
| States, the
Caribbean, Central and South America, and Europe; |
| 18 |
| and
|
| 19 |
| WHEREAS, She leaves to hold in precious
memory, her |
| 20 |
| husband, Leroy; her son, Oran (Sarah); her siblings, Irma |
| 21 |
| Scott, George Watkins (Linda), and Mary
Watkins; her doting |
| 22 |
| cousin, Honorable Judge Willie Whiting; and a host of nieces, |
|

| nephews, cousins, other
relatives, friends, and former |

| co-workers; therefore, be it
|
| 3 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 4 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 5 |
| mourn, along with her family and friends, the passing of |
| 6 |
| Annette Whiting; and be it further
|
| 7 |
| RESOLVED, That a suitable copy of this resolution be |
| 8 |
| presented to the family of Annette Whiting as a symbol of our |
| 9 |
| sincere sympathy.
