| WHEREAS, The members of the Illinois House of |

| Representatives are pleased to congratulate Mr. Jack L. |

| Scheper,
"Mr. WHCO 1230 Radio",
on his retirement after 48 |
| 5 |
| years as general manager of WHCO Radio in Sparta; and
|
| 6 |
| WHEREAS, Jack Scheper hosted the longest continuous |
| 7 |
| running radio talk show in the nation with his guest host and |
| 8 |
| listener call-in program titled "The People Speak" from 1961 |
| 9 |
| through 2009; and
|
| 10 |
| WHEREAS, Jack Scheper was born on January 20, 1931 in |
| 11 |
| Chicago; he attended the University of Missouri in Columbia, |
| 12 |
| Missouri; he worked under Mr. J. C. Penney with the JC Penney |
| 13 |
| Corporation in Cape Girardeau, Missouri in 1950 and later |
| 14 |
| worked at Goetting Department Stores in New Jersey; he served |
| 15 |
| his country with a stint in the United States Air Force, |
| 16 |
| stationed in Germany from 1950 to 1954; and
|
| 17 |
| WHEREAS, From 1958 to 1960 he started in broadcasting with |
| 18 |
| KFVS Radio/TV in Cape Girardeau; in 1961 he became General |
| 19 |
| Manager of WHCO Radio in Sparta; for about five years Jack |
| 20 |
| managed both WHCO and KFMO Radio; Jack Scheper was the first |
| 21 |
| President of the Sparta Chamber of Commerce, Civil Defense |
| 22 |
| Director in Sparta for 40 years, head of the Sparta Rotary |
