| 2 |  |     WHEREAS, The members of the Illinois House of  | 
| 3 |  | Representatives are pleased to congratulate Officer Timothy  | 
| 4 |  | Gramins of the Skokie Police Department on the occasion of  | 
| 5 |  | winning the 2009 TOP COPS Award from the National Association  | 
| 6 |  | Of Police Organizations; and
 | 
| 7 |  |     WHEREAS, On August 25, 2008, a bank in Northbrook was  | 
| 8 |  | robbed at gun-point by a single offender who fled the scene in  | 
| 9 |  | a white car; after a report describing the offender and his  | 
| 10 |  | vehicle was broadcast over police radio, Officer Timothy  | 
| 11 |  | Gramins spotted a car and suspect matching the description and  | 
| 12 |  | attempted to pull the car over; the offender refused to stop  | 
| 13 |  | and made a quick turn down a residential street; and
 | 
| 14 |  |     WHEREAS, Continuing his tail of the offender, Officer  | 
| 15 |  | Timothy Gramins was in the process of notifying dispatch of his  | 
| 16 |  | actions when the offender spun his car sideways, jumped out of  | 
| 17 |  | his vehicle, and began firing at Officer Gramins with a  | 
| 18 |  | handgun; in response, Officer Gramins immediately returned  | 
| 19 |  | fire through his windshield, an action that gave him time to  | 
| 20 |  | exit his cruiser and reload his weapon; Officer Gramins and the  | 
| 21 |  | offender then fired at each other over, around, and under their  | 
| 22 |  | vehicles, an exchange that turned the quiet street into a  | 
| 23 |  | war-zone; eventually, Officer Gramins was forced to engage the  |
