| WHEREAS, The United States Navy has a proud tradition of |
| 3 |
| service dating back to the Revolutionary War, when the |
| 4 |
| Continental Congress created the Continental Navy to fight on |
| 5 |
| the seas for our nation's independence; following the |
| 6 |
| dissolution of the Continental Navy, the Founding Fathers gave |
| 7 |
| Congress the right to create a navy through the United States |
| 8 |
| Constitution, which culminated in the creation of the Naval Act |
| 9 |
| of 1794 and the launching of the first United States warships |
| 10 |
| in 1797; and
|
| 11 |
| WHEREAS, The United States Navy has been deployed in all of |
| 12 |
| the United States' great conflicts, fighting for our nation |
| 13 |
| during the War of 1812, the Civil War, World War I, World War |
| 14 |
| II, the Korean War, the Vietnam War, Operation Desert Storm, |
| 15 |
| and the ongoing conflicts in Iraq and Afghanistan; the U.S. |
| 16 |
| Navy also performs humanitarian missions throughout the world, |
| 17 |
| helping those in need without pride or prejudice; and
|
| 18 |
| WHEREAS, The United States Navy is known throughout the |
| 19 |
| world for its strength, courage, and compassion; notable |
| 20 |
| commanders in the United States Navy, including John Paul |
| 21 |
| Jones, Oliver Hazard Perry, and Chester Nimitz, serve as role |
| 22 |
| models to naval officers and citizens around the world; and
