| 1 | HOUSE JOINT RESOLUTION
| ||||||
| 2 | WHEREAS, The members of the Illinois General Assembly wish | ||||||
| 3 | to congratulate Dr. James C. Torricelli of Springfield on the | ||||||
| 4 | occasion of his 75th birthday; and
| ||||||
| 5 | WHEREAS, The son of Italian immigrants, Dr. Torricelli has | ||||||
| 6 | dedicated a lifetime of service to the residents of Illinois; | ||||||
| 7 | as Executive Director of New Start, Inc., a not-for-profit | ||||||
| 8 | organization in Springfield that provides education and job | ||||||
| 9 | training opportunities to the unemployed, dislocated and | ||||||
| 10 | displaced workers, underemployed workers, veterans, the | ||||||
| 11 | elderly, the handicapped, the economically disadvantaged, | ||||||
| 12 | those people on welfare, school dropouts, and others, he has | ||||||
| 13 | influenced and impacted thousands of lives and helped so many | ||||||
| 14 | find gainful employment; and
| ||||||
| 15 | WHEREAS, New Start, Inc., has grown from a small counseling | ||||||
| 16 | and training program for ex-offenders to providing a wide range | ||||||
| 17 | of training programs that are targeted for many over the course | ||||||
| 18 | of its 34-year history; and
| ||||||
| 19 | WHEREAS, Dr. Torricelli has a personal educational | ||||||
| 20 | philosophy that has led to many years of success in his work; | ||||||
| 21 | he believes that all individuals deserve to be treated with | ||||||
| 22 | dignity and respect and has worked to offer a wide variety of | ||||||
| |||||||
| |||||||
| 1 | non-traditional educational opportunities to meet the unique | ||||||
| 2 | educational needs of each student; and
| ||||||
| 3 | WHEREAS, Dr. Torricelli's work provides individuals with | ||||||
| 4 | higher levels of self-confidence, greater employment | ||||||
| 5 | opportunities, and the potential for upward mobility within | ||||||
| 6 | their employment; and
| ||||||
| 7 | WHEREAS, Dr, Torricelli provides a positive and caring | ||||||
| 8 | nature to the staff of New Start as well; he is the first to | ||||||
| 9 | celebrate their joys and triumphs, as well as the first person | ||||||
| 10 | to offer assistance in times of need; and | ||||||
| 11 | WHEREAS, Dr. Torricelli holds a Doctor of Philosophy in | ||||||
| 12 | Educational Leadership from Southern Illinois University in | ||||||
| 13 | Carbondale, a Master of Arts in Educational Administration from | ||||||
| 14 | Northeast Missouri State University, and a Bachelor of Science | ||||||
| 15 | in Philosophy, Social Studies, Health, and Physical Education | ||||||
| 16 | from Quincy College; he is also the recipient of a Certificate | ||||||
| 17 | of Appreciation from the Illinois National Guard; and | ||||||
| 18 | WHEREAS, Dr. Torricelli is the proud father of five and the | ||||||
| 19 | loving grandfather of many wonderful grandchildren; all of Dr. | ||||||
| 20 | Torricelli's children have carried on his ideal of public | ||||||
| 21 | service in the State of Illinois; he recently celebrated his | ||||||
| 22 | seventy-fifth birthday with his family and friends; therefore, | ||||||

| 2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 3 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
| 4 | SENATE CONCURRING HEREIN, that we congratulate Dr. Torricelli | ||||||
| 5 | on his 75th birthday, thank him for his years of service to the | ||||||
| 6 | people of the State of Illinois, and wish him the best for | ||||||
| 7 | years to come; and be it further
| ||||||
| 8 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 9 | presented to Dr. Torricelli as a symbol of our respect and | ||||||
| 10 | esteem.
